The KIDS proposal
This guide explains the Commission proposal of 17 September 2026, COM(2026) 681 final, and its accompanying impact analysis. The proposal is subject to the EU legislative process. Article references refer to that text.
Digital identity and the wider framework
The eIDAS analysis refers to Regulation (EU) 2024/1183, amending Regulation (EU) No 910/2014. The DSA, GDPR and other applicable rules remain relevant alongside the proposed KIDS framework. Commission guidelines explain regulatory expectations but have a different legal status from legislation.
